Hi Matthew,

read the openvpn manual page and look for
  --ifconfig-pool-persist file [seconds]
this options allows you to tie a certificate name to a particular IP 
address; esp if [seconds] is set to 0 it will treat the pool file as a 
read-only (i.e. config) file. This file looks something like
  client1,ip1
  client2,ip2
etc
