I guess OpenVPN is compiled with different version of OpenSSL than the
OpenSC bundle. The  library that is used is OpenVPN one (As it the
executable).

OpenSSL is *THE* example of DLL hell... You can solve this by
compiling one of the components with the version of OpenSSL of the
other.
