    But notice, altough undocumented in 'man openvpn' for 2.0.9, the shaper option is not compatible with 'mode server' mode.

    Altough, reading your situation, i can imagine that you're NOT using 'mode server', so shaper should be used with no problem.

    And last, dont forget 'shaper' limits the OUTGOING data, not INCOMING. But you can always limit OUTGOING data on both ends and thus have a bidirectional bandwidth limitation.

If you read the documentation (http://openvpn.net/man.html), you will notice the "shaper" option.
It is also nicely explained.
