The problem was that this file was not readable to openvpn, it had
changed user by then. However although it gets EACCESS it does
not report this as an error ... it is reasonable to not report it if
it gets ENOENT.

Strace output:

12239 gettimeofday({1184020652, 301686}, NULL) = 0
12239 open("Clients/remoteMachine.example.com", O_RDONLY) = -1 EACCES (Permission denied)
12239 open("Clients/DEFAULT", O_RDONLY) = -1 EACCES (Permission denied)
12239 gettimeofday({1184020652, 301867}, NULL) = 0

Any chance of an error message if the open fail EACCES ??

I know that the manual does warn about permissions, but that is what error
messages are for!
