Yes.  However, if you are creating a bridge on a server running Windows
2000 you won't be able to bridge the tap adapter to a physical network
adapter since bridging is only supported on XP and higher (2003 and up
for servers.)  A Windows 2000 server can still use tap, but you cannot
use Windows 2000 as an OpenVPN server and bridge it to a physical LAN.
