until 2.1-rc2 TAP works, beginning with -rc3- it does not, the device shows an error in DeviceManager 
(yellow exclamation sign) and therefore cannot be used by openvpn.

I have tried it on 2xWin2000prof and 1xWin2000server. On XP it works.

these were the changes I've found in the changelog:

* Additional fixes to TAP driver for Windows x64.  Driver
  now runs successfully on Vista x64 if driver signing
  enforcement is disabled.
* The Windows Installer and TAP driver are now signed by
  OpenVPN Solutions LLC (in addition to the usual GnuPG
