Easy as pie, just load up 2 different instance of openvpn.

1. cp server.conf serverwithotherport.conf
2. Edit serverwithotherport.conf to change the listening port
3. Run openvpn serverwithotherport.conf

Presto! 2 daemons with the same clients, certs,ca, etc
