is it possible to have this scenario?

1. Have 2 separate openvpn services running
2. Each will maintain a separate private address range e.g.  on openvpnsrv1, on opensrv2  <==can use "topology subnet"
3. Users' config will have srv1 and then srv2 listed.
4. Once the pool of addresses are given out on srv1, users fail over automatically to srv2.

Is this possible?
