Just to follow up if anyone else reads through this, The issue was
that Xen 3.0.2 wasn't setting up all the routing correctly.  Simply
upgrading to 3.0.4 solved the issue.  You don't have to map a device
in dom0 to the domU kernel like the vserver solution.  Creating
openvpn in the domU server works as you would expect without any
special treatment other than not using an older Xen.
