You should put your startup script it /usr/local/etc/rc.d
/usr/local almost certainly exists, so to create /usr/local/etc and
/usr/local/etc/rc.d type the commands:

mkdir /usr/local/etc
mkdir /usr/local/etc/rc.d

Put your script in there, it must end with a .sh extention and must be
executable by root eg:

chmod 755 /usr/local/etc/rc.d/openvpn.sh
