My guess would be that the SYSTEM user (which services run as) doesn't
have access to the CryptoAPI store of the user who installed the
certificate. Perhaps you should look into finding a way to inject the
keypair into SYSTEM's CryptoAPI store? Alternately, I suppose you could
try having the OpenVPN service run as the user who owns the certificates
(though if MS stores certs such that they can't be decrypted without the
password of the user owning them -- a fairly good policy -- that may not
work either).
