I notiiced that this thread is already solved.  However, for what it is worth, 
I noticed that there is also another way to get this error on Win32.  If you 
try to run OpenVPN as a user who does not have permission to access the TUN/TAP 
device.

On Win32 you get:

On unix, you get a permission denied message, as you would expect:
