And can the WINS server be sent to the clients through the openvpn config file on the server?

Yes, exactly. You probably also want to push the NodeType, controling how windows machines should resolv names. I'm using Hybrid (NBT 8) which means use WINS in first case and Broadcast if WINS fails.
