So far openvpn has been stable as a rock for us.

We have a p4 3Ghz machine with 270 openvpn tunnels with application layer 
filtering and traffic shaping running on the same box and it isn't even 
breaking a sweat.

I think openvpn should be fine with 10 tunnels.
