I've run into this once or twice - like this in a config file:

  push route 192.168.111.0 255.255.255.0

Should have quotes like this if you want it to work:

  push "route 192.168.111.0 255.255.255.0"

But you don't a clear warning from Openvpn if you make this mistake.
