OK, and the XP binary for 1.6 (stable) includes the lzo compression,
right?

I have now had a friend compile openvpn 1.6 with lzo statically linked.
So the linux case is taken care of.

My guess is that OpenVPN has supported it since the very first release. 
The first occurance of LZO in the changelog is in version 1.1 from 2002,

so it's been there for a long time at least.

For windows yes -- see the download page, for linux - no.
