No, OpenVPN does not support NT or W98.

The home page is pretty clear about what is supported:

  OpenVPN runs on:

  Linux, Windows 2000/XP and higher, OpenBSD, FreeBSD, NetBSD, Mac OS X, 
  and Solaris.
