Outlook is not supposed to be able to work over the network. It does work on a LAN, but even that, Microsoft recommends against it in one of their KB articles. They are not likely to make it work in a later version either, because for them the point is to sell you an Exchange server. With your data in a remote Exchange server and your local Outlook, it does work. One alternative is to use IMAP email if you can. (And for IMAP email, I find Thunderbird a better email client than Outlook). Maybe if you move your email to IMAP or out of Outlook to another program, and keep Outlook only for contacts and calendaring, the Outlook file size may become small enough that it would work (even though MS warns against it).
