Is there any method by which we can make openVPN  work on the top of
OCF(openBSD cryptographic framework). If anyone has any idea that how it

Are you sure it doesn't already? Since it uses openssl, and openssl on OpenBSD does utilize
all available cryptosupport, it should be able to gain from whatever cryptoaccelerator you
have in your box.
