If I understand things correctly, with OpenVPN, you will usually always
get that subnet mask (at least when using Windows clients). Each client
essentially has his own subnet (and thus consumes 4 IP addresses). This
is really a sub-subnet of the one you specified.
So you can actually fit more than 60 clients into a standard
255.255.255.0 subnet. For your 100 clients, you would need a
255.255.254.0 subnet (or bigger).
The reason the client will always get the same IP address is that
actually OpenVPN remembers the IP addresses (check out the
ifconfig-pool-persist option or the ipp.txt file).
