Sorry for providing incorrect/incomplete info! My apologies.

The client machine is at my home. The internet connection through the ISP 
has 6 Mbps download speed and 2Mbps upload speed. I was wrong when I said it 
was 1.5 Mbps. Actually, we also happen to host a photo website on our 
company webserver. And uploading a photo to this photo website is much 
faster than uploading the photo thru VPN! And this photo website also 
creates a couple of thumbnails from the uploaded photo too!!!

Also the VPNServer machine (192.168.21.5) is configured to do IP forwarding 
(echo 1 > /proc/sys/net/ipv4/ip_forward)
