Do you mean "Microsoft SQL Server"? SQL is a query language, not a 
program or a product -- and Microsoft's entry in the field is very far 
from dominant.

That said -- you should be able to configured the VPN adapter to have a 
manually configured IP address and show as always up (even when no 
OpenVPN instance is connected) via the adapter properties pane; this 
should resolve your issue.
