Perhaps IP traffic is trying to be routed through the VPN?

If as soon as the VPN comes up your system tries to send all traffic 
(including the UDP traffic used by the VPN itself) through the VPN 
adapter, this routing loop would cause the condition you describe.

What routes exist associated with the VPN in the time period while it's 
up? Does it help if you disable the IP protocol bindings for the VPN 
adapter (assuming that you're using only IPX)?
