I have no learn-address scripts.

I just tried to crank up the old VPN-server, just to see if there was a
difference, but it has exactly the same behaviour. No 'Learn' state is
invoked there either. Sadly that server also has got the upgrade to
2.0.7, since it is on the same maintenance schedule as the main
VPN-server. Also tried to roll it back to 2.0.6, but no difference.
