However, you can disable the encryption facilities of OpenVPN. At
least you can turn off encrypting and authenticating packets. Is that
all the uses of OpenSSL in OpenVPN?

Whether or not OpenVPN in this is configuration is useful is another
question. And how hard it is to get OpenVPN to compile without the
OpenSSL libraries if you know you're only going to use it in that mode
is unknown.
