It is stable. Believe me. It relies on the same driver that the OpenVPN
relies, the TUN/TAP adapter. Not as stable as an OpenVPN server, but for
what you are saying it should work. Tunneling TCP(OpenVPN traffic)
inside TCP(OpenVPN) inside TCP(ssh) isn't a good idea, though it works.
It's all a question of defining what you want to accomplish. There is
the problem that there is no client for windows (at least none that I'm
aware of) that have the tunnel feature. So it still is only a feature
for Unix clients. I believe that use OpenVPN is best.
