Having more than one DHCP server is not possible in a routed
environment as the IP address of the DHCP server must be put into the
router's configuration. Having two or more DHCP servers on a single
segment using the same IP address range to serve is also not possible.

embrace where the client boxes end up getting no ip address from
either server. This embrace happens with problems with the DHCP
D-O-R-A sequencing between the two servers and the client.
An effective solution for DHCP failover is to have another box
watching the DHCP server and if it comes down the watching box can
spoof the IP address of the original DHCP server. This is very doable
but none trivial. Alot of it depends upon what DHCP server software
you are using and what OS it is running on, and how you sync the dhcp
lease information between the two servers.
