Example output from a RHES 4.0 box :

[friz@jake ~]$ sudo netstat -anp --inet | grep 1194
udp        0      0 192.168.0.1:1194           0.0.0.0:*              
                1718/openvpn


I've had this running on a RHES 4.0 box for some time now and it runs
great.  A previous reply indicated that SELinux may be enabled. 
That's definitely a possibility.  SELinux has this wonderful side
effect of making any normal "good" error message completely
meaningless.  :)  I spent 2 hours the other day digging into
everything I could to figure out why httpd wouldn't start.  SELinux
was enabled.  *sigh*

Additional output would help here.  Logs, error messages, etc.

If you get OK, it's likely not an SELinux issue.  As was stated
before, -tanp only shows tcp ports, and not udp.
