"netstat -tanp" only lists listining TCP ports.

Try "netstat -an | grep 1194" instead. This should show that OpenVPN
is running and listening on UDP port 1194.

Another fun netstat combo is: "netstat -l --udp -p".

Try some combinations for yourself and most important try netstat --help.
