I'm not sure I inderstand the question, but IPSEC and OpenVPN are 
alternative ways of encrypting traffic beween two computers and/or one or 
more networks.
You say "other SW but only needs Explorer"? What do you mean by explorer.
Can you please try and rephrase the question?
