This is unlikely but I suppose it could be the BITS service on windows causing a problem (BITS is the background intelligent transfer service, it supposedly uses spare bandwidth to download things, normally only windows updates), if it has got confused about the speed of a connection?


Also, it's worth noting that by default (I don't know if this can be changed, I've never needed to), the tap device in windows sets itself up as a 10Mbit connection, so you won't get over 10Mbits through it (i think)...
