Have you restarted openvpn on the server since changing the
configuration.  IIRC it reads the configuration on startup only.

If you have restarted openvpn on the server what about the clients?

I'd try in this order:

1. Restart the server's openvpn and try it.
2. Restart the client's openvpn and try it.
3. *nix client restart networking
3. Windows client restart windows.
