Is it possible to run an openvpn instance ( as a client ) via a regular
non-privileged unix user?

Yes that is possible, if you use a port above 1024 Your user has read and write access to the tun device.

Openvpn also has a configuration option allowing it to start as root and
then change to a specified user and group.
