yes it can, but not in openvpn 1.x, you need openvpn 2.x and tls
server for that.
does not running 2.x have more likelihood of the error i described
(e.g., network being killed) was this a known problem with 1.6? any
info on this? i want to confirm the problem.

yes it is. Read all the documentation on the openvpn homepage.

They can be if there are too many broadcast packets.
sounds like ovpn might be better suited for a *NIX machine, is this
the only possibility for ovpn to run multiple instances? or can it
also be done on windows?
It can be done on windows as well.
