whole OpenVPN package, including the tap adapter, making sure every trace of
it gets completely deleted from the registry before reinstalling.

3.1) I am using version 2.0.2 downloaded 2 weeks ago from
http://openvpn.net/download.html

4) Firewall is of course OFF. No other personal firewalls are installed.

5) I have no antivirus Software installed at all, so no other firewalls
could be messing with it.

6) I am on a Dial Up connection to the internet.

Hmm, I can see you have been reading up on this problem before posting as you seem to have tried everything I would have normally suggested already ;-)


One thing though, have you tried running WinSockFix? (Google for it) Your problem description doesn't really match others that winsockfix have taken care of but it might be worth giving a shot anyway.
