There's nothing special about dual authentication -- just implement cert-based authentication as you usually would (the documentation on this should be rather extensive), and password-based authentication as you usually would (ideally with the PAM plugin; this makes the service-specific bits non-OpenVPN-specific). Use of the PAM plugin, in addition to being documented elsewhere, has been discussed on this mailing list in the past.
