Then why use a VPN at all?
The purpose of a VPN is to protect private data transmitted over a
public channel. If you drop encryption _and_ allow virtually anyone
to connect to the server with a stolen password, you gain nothing.
If that's OK by you, your public channel is obviously not that
public (i.e. insecure) and you should do fine without a vpn.
