I don't see anything wrong in the info you gave.
Sounds like a job for tcpdump. Use it on different interfaces, if you
don't see the packets move it towards the sender, otherwise towards the
receiving side. Ping packets are also easily recognised in an otherwise
empty tunnel by their frequency.
