That's currently not possible, but it's on the wishlist.

For now you have two solutions:

1) Run two instances of OpenVPN on your server with diffrent ifconfig-pool:s.

2) Write a more sofisticated client-connect script that hands out IP addresses from diffrent pools depending on the which user is connecting. Your client-connect script will then have to keep track of which IP addresses are in use, as you will not be using OpenVPN's ifconfig-pool feature at all.
