This can already be done without explicit support in OpenVPN. Consider:

- You could have a web (or similar) service accessible over the VPN which
provides a "server shutdown" signal.

- You could have a client-disconnect script which tells the server to exit
if certain conditions are met.

There are doubtless other mechanisms available as well.
