A few more things to try out: * Does OpenVPN over UDP vs. TCP change anything? * If possible, try benchmarking an OpenVPN connection between two machines on the same LAN, to eliminate the possibility of other devices in the path contributing to the slowdown. Note that under normal circumstances, you should see a speed degradation of 10% to 20% provided the CPU of the machine running OpenVPN is not saturated.
