I agree with Erich, I would look at physical link negotiation.

My infamous (mentioned on this list) cheap D-Link router cannot 
negotiate a link with a Via Rhine NIC. I put a Linksys switch between 
the Via Rhine and the router, all is well. But with the Via Rhine 
plugged into the router port I see terrible throughput.

I don't know about *BSD; in GNU/Linux we have mii-tool(8) which might 
assist in diagnosis. And thank you for providing yet another 
opportunity to slam D-Link. :)
