I believe this is where the problem is buried, there are lots of good
HOWTO's around, just not a full collection.
I would suggest you present the group with a framework which you want to
be filled. It may be extensible, it might go into the WIKI.
Then, whoever feels inclined to fill content, may contribute. That way
you would get your HOWTO structured along your ideas and open questions.

I could provide a few lines about my modification of the Windows GUI
installer which installs OpenVPN as a service for users without Admin
account.
