When --remote is given in UDP mode and the remote host is down, UDP
datagrams are sent out almost continuosly (seems like every second or
so)
I'm just using pre-shared secret.
Pre-shared secret mode doesn't *have* a handshake. Presumably it's
actually trying to send data every second. (Perhaps you're in tap mode and
have periodic broadcast traffic? Perhaps there's a ping command running?
etc).
