This error ("No buffer space available") usually occurs when the kernel 
doesn't have enough buffer space for a given socket.

Probably the best solution is to either increase the amount of buffer 
space available to the kernel or reduce the amount being taken by the 
OpenVPN socket.

One way to do the latter is to use the --rcvbuf and --sndbuf parameters to 
use a lower value.  Since the kernel appears to be set to use 8192, try 
lower values than this.
