Well, you're not really giving enough information for a useful diagnosis.
That said, I'd try tuning your MTU settings -- likely GPRS doesn't allow
very large UDP packets.

Just to shine a ray of hope without adding anything to the technical side of this discussion: I use OpenVPN all the time over Verizon EVDO from Linux (Suse9.2Pro) and Windows XP Pro. I did not make any MTU or other changes to get it to work.
