Are you using OpenVPN GUI (http://openvpn.se) ?

If yes, it by default starts as a icon in the system tray, and showes a balloon after connecting successfully.

If it is the status window showing the OpenVPN log while connecting you don't want, you can make OpenVPN GUI not show that during connections with the following cmd-line/registry option

--silent_connection 1
