It's really an initial state configuration, not something that's dynamic like --client-config-dir. It's easier to set up than --client-config-dir and is useful if most of your clients can receive a dynamic address, but you want to reserve the first few addresses in the pool for specific clients which need to have a fixed VPN IP address. But if you want to be able to assign fixed IP addresses on the fly without restarting the server daemon, it's a better idea to use --client-config-dir.
