I've seen this when I've restarted openvpn server side in a non-shared 
key format.  The clients still think they are using the old key, while 
the server doesn't know what's going on. 

I assume the tunnels eventually work themselves out for you?  The server 
should respond with something that forces both sides to renegotiate<sp> 
the session.

In short:  Probably nothing to worry about
