Currently you can't run OpenVPN without admin rights on Windows. There
is work in progress to solve this by adding a "management interface"
to the openvpn service.
The service will continue to run with admin privs, but a normal user
will be able to control the service to start and stop openvpn
connections.
I'm working on rewriting OpenVPN GUI to make use of this service.
How far along is this work?
